The Directorates

The internal structure of the comission is based on four Directorates headeed by Directors who reports to the secretary. Each Board mmber is assigned to supervise a Directorate.

DIRECTORATE OF FINANCE, BUDGETING, AND ACCOUNTING

Functions of the following functions: Budget and budgetary controls of the Commission. Preparation of revenue and payment as prepared by the Accounts Division. Ensures that all store items and movable property of the Commission are adequately maintained, controlled, and kept up-to-date. Collection of sound and reliable financial and statistical data necessary for economic budgetary analysis. Render material returns and other accounts to the Commission, Auditor General, Internal Auditor, and any other persons authorized by the law. Receives and stores all accounts and prepares financial returns for the use of the Commission from time to time. Ensures that all necessary books and records, including assets and liabilities, are maintained and recorded. Prepares and submits monthly/annual statement of the Commission's accounts to the Commission. Ensures that the monthly payroll is prepared in time. Ensures that issues of the Commission premises and other security matters. Is in charge of disbursing funds to the offices in the 21 LGAs. Implementation of the decision taken at the last monthly meeting of the Commission.

DIRECTORATE OF ADMINISTRATION AND GENERAL SERVICES

Interpretation of Civil Service Rules, Financial Regulations, and other extant rules, regulations, and Secretarial issues. Managing all administrative, data, staff postings, and Nominal rolls of the Unified Local Government Staff. In charge of staff matters like Annual Leave, Maternity Leave, Casual Leave, Condolences. Procurement of materials such as Stationery, Office Equipment, Furniture, etc. Advising the Commission on issues of general administration. Arranging for all the logistic support for the meeting of the Commission. Procurement of office furniture and equipment and their maintenance.

DIRECTORATE OF RECRUITMENT, DISCIPLINE AND SEPARATION

In charge of recruitment of officers from Grade level 04 and above in the 21 Local Government Areas of the state. Organizing/Conducting promotion exercises in the Local Government Areas of the state. Responsible for discipline of staff, Unified Local Government Areas. Processing requests for transfer of service, secondment, and gender staff. Organizes seminars and workshops for staff. Making recommendations on reward, discipline, and welfare matters. Effecting mandatory retirements and compulsory retirements.

DIRECTORATE OF STUDIES AND HUMAN CAPITAL DEVELOPMENT

Administration of the staff development and training programs, prepares training modules suitable to each cadre and grade of staff, serve as resource personnel in the training of staff, recommends staff for study leave, in charge of in-service training, organizes seminars and workshops for staff.
